98 Dodge Ram 4x4 front disc rear drums My brake pedal depresses rather far before

beginning to stop vehicle.? It has slightly larger tires 285X65 r16 roughly 33 x 10.5 on 16" rims. It has had these size tires for the 8 years since I bought it. When I went to have it state inspected it failed due to long pedal pushing distance and stopping distance too far. If I pump the pedal it builds pressure and begins stopping sooner it has plenty fluid and checked for leaks. I have heard something about back pressure in master cylinder as potentially the problem. I am considering replacing both rotors up front with drilled and slotted in hopes of getting more stopping power out of it. I'm sure if I just slapped some new brake pads on it I'd get a little better performance but with the larger tires the brakes have always been a little less than desired even with fresh pads. Any soloutions to the varying pressure on the pedal?
