97 honda civic makes a sound from the air filter?

but is not the filter it make a sucking in sound like a vaccum and when i feel the filter its sucking air in?

sometimes in cars you can hear the air flowing through the throttle body. there's really no problem if air is getting sucked through the filter, thats a good thing.
