97 Honda Accord Engine Temperature Spike During Idle?

When our 97 Honda Accord would be idle sometimes on hot days or sometimes even cold days, the temperature gauge would suddenly be max and the engine would smoke, to counter this we would turn on our air conditioning/heater. What could this be? the thermostat, temperature sensor, failsafe?
