97 Ford Taurus Steering Wheel Locked Up?

My car is going NUTS today! Okay, first I couldn't get it to start, then eventually my dad got it to start, but he said he saw a little smoke coming from under the hood, but didn't know where it was coming from.

NOW, the steering wheel is locked up! I really don't know what to do. I've looked up remedies online as far as turning the key while turning the steering wheel, but that didn't seem to work.

I would appreciate it if you could tell me what you think the problem is and how much it would cost. Thanks in advance for your info and replies! I will add more details if need be. Please check back!
 
Yes you have to put a lot of pressure when you turn the wheel, turn it to the LEFT very hard while pressing the brakes and turning the key. My Ford van has done this before.
 
hi my mom had a car that did that ...tarus is a junk yard car ...they are bad about that stuff ...the steering rack goes bad on them fast so if i were you ,,,sell it and get a new car or just fix it ..new steering pump..lines and steering rack
