97 ford escort replacing engine?

Yesterday I went out to my car and it would not start. Figured it was the spark plugs so I had the car towed to have it fixed. They replaced the spark plugs and the car started but would not continue to run. The past two weeks the car has struggled to get gas and was idling really bad, not stalling but felt like it.

They said that the 4th cylinder has a hole and the timing belt snapped and cracked the motor. I read online that this has happened to other cars of the same model. Does it sound like I am getting ripped off?

The price of a rebuilt engine is 1900 plus other parts (water pump, shocks, timing belt) and labor. My old engine had 186,000 do you think it is best to just buy another car or spend the money to replace it?
