96 honda accord ac fan?

fan wont come on when i hit ac button. the button lights up and worked before i took it to the dumb mechanic. now the fan never runs. the idle doesnt change anymore either. ive checked all fuses changed both relays levels of freon were fine. i also changed the low pressure switch. if i power the compressor with a jumper the ac the ac works or used to work but only until the wire melts and smokes everywhere. please dont post unless u have an idea. my questions dont get answered if someone replys just to get points.
sorry for the confusion. the ac doesnt work. the compressor wont come on the blower works fine. the condenser fan doesnt come on but i just noticed that when i let the car heat up both fans come on together. and then turn off to gether when the car cools a little. nothing happens when i hit the ac button on or off. except the green light works. my mechanic has both fans working together somehow. the compressor fan would come on when i hit the ac button before but not now.
 
which fan are you asking about--the inside blower motor or the outside condensor fan motor? Also, are you saying that the compressor won't engage when you turn the air conditioning on? Is the problem that you are trying to fix
1) that the blower motor isn't blowing air out of the vents
2) that the condensor fan motor isn't coming on with the AC
or
3) the compressor isn't engaging when the air conditioning is turned on

let us know what you're trying to fix and we may be able to point you in the right direction.
