96 Dodge Neon starts every now and then... idles for a few minutes and dies... whats up?

So a friend of mine has a 96 Dodge Neon...

The car has been out of service for a month or so... he says it idles for like 2-5 minutes every now and then... then dies... and most of the time the car will crank and fail to start...

its got a new battery... and the car can start and runs fine... just not for long... most of the time it just cranks and doesn't start...
 
Clogged fuel filter will cause this. About $20 bucks DIY. How many miles and when was it last changed?
