The sound is coming from the passenger side and sounds like its around the serpentine belt but i cant locate it any closer than that. It happens with the car sitting still or moving and does not seem to change frequency with acceleration or braking.
If you turn the wheel and hold it the noise goes away completely and then returns when you let the wheel go back to a neutral position.

I knew enough to check the fluid before even asking the question. Its not the problem.
I was going to take the serpentine belt off to see if it stopped making the noise but i still cant understand why the noise stops when you turn the wheel back and forth.
This isnt typical power steering "moan" like most are going to think. Its a steady whining noise that persists even when the wheel is straight and you are NOT touching the steering at all.
