95 Toyota Corolla Ignition Switch?

Drilled out the old ignition tumbler & replaced it w/ a new one. Made sure it was in ACC position and pin locked in completely. The car still won't start. There's no pull or resistance when going from ACC to start/on positions.. The arm that comes out from the ignition SWITCH and into the housing/casing that the tumbler goes into, turns in complete circles. (shaped somewhat like a small, metal tongue depresser in a way) Not sure if it's supposed to do that.
Could that mean I need to replace my ignition switch as well or something else?
How does that arm connect to the ignition switch?
Does anyone know where I can get diagrams for the the ignition tumbler, casing, switch and all that jazz so I can see how everything is supposed to go? Sorry if I have part names mixed up.
