95 Jeep Wrangler wont start on the first try.. or second or sometimes third....?

When I turn it over it usually take 3 or 4 times to get it to start. It sounds like its trying but just doesn't catch. Its worse if it sits over night but sometimes it will only be off for 20 or 30 minutes and it struggle. Occasionally after I try to start it from cold it will make a clicking noise (not during being turned over) and then it always starts after that.
The battery gage reads around 14 when running and about 10 when trying to start.
Any thoughts or ideas?
