95 GL Ford Taurus wont start without jumping it and car also cuts off

sometimes, prof mechanics please!? Like title says, The only way the car starts and runs is by hot wiring it, it first started by driving and as soon as i turned to a road it just died with all the engine lights lit up. I tried restarting and the engine does crank but it just wont start and the cranks are not faint, they are "strong" enough to start it but it feels like something just doesn't want the engine to run. I took it to a mechanic ( local ) and he couldn't find the prob. but did wire around the prob so it does run now, but i have another strange prob. A few times when putting the gas pedal medium down from stand still it will go to 10mph but then it will cut out ( not enough to stall ). once i pass 30mph it drives great. I only know basics such as changing oil, alternator, etc the car has 80,000 miles and everything is factory besides brake lines. The mechanics did check the computers but it still might be the prob,,,,
 
Yeah if he rewired it he has found at least part of the problem, I think there are more than one..I think the TPS Throttle Position Sensor might be the problem with the low speed problem....or it could be a vacuum related issue...It really shouldnt be a issue finding it
