95 ford aspire wont turn over?

checked fluids, made sure that the fuel filter and pump are good to go and tried to jump it with my other car (even though the battery was fine) just to make sure that it wasn't the solenoid. don't think its the starter but i could be wrong. it acts as if its going to turn over and then doesn't. simple really i just cant get my head around it
