95 dodge neon headlight/brights won't turn on.?

Headlights or brights won't turn on. None of the fuses where burnt out. I did notice the person who own the car before me put wrong fuses in under the dash for one of the H.L.,Radio and Lighter. I used a tester for the headlight switch and the fuse box under the hood and got power. I didn't notice any damage to the wires that connect to the H.L. switch
