I live in CA and I have a 94 4Runner that barely fails smog at idle. It passes at 2500rpm.
At Idle it fails only on the HC (PPM)

I have not done a tuneup on it. It smells like it might be running a little rough, Perhaps a low idle misfire? What are your suggestions.
