94 prizm makes whining noise?

for a few minutes when i start my car it makes a whining noise and its even worse when i'm making a turn. there are no leaks and its not hard to turn the wheel. does anyone have any idea what it might be? please help. i have also had some transmission problems in the past i'm not sure if that would have any thing to do with it or not .
 
It is probably a bad belt which connects to your Power steering pump. Either that or the power steering pump pulley has gone bad.
