94 honda accord gas mileage/emmisions problems?

I have a 94 accord ex, compression is at spec but it just failed an emissions test with HC ppm at 730, allowed is 127 and CO % is at 1.34, allowed is .71 my gas mileage is currently 14mpg on the highway. I thought my cat. was bad but my gas mileage is so horrible i thought it might be something else. this car is rated for 27mpg highway. anyone have any ideas?
oh, and those results were for the 25/25 test. the car passed the 50/15 test..just bairly though.
 
coolant temp sensor that feeds the computer not the guage.it gives the computer temp of the engine and tell it to richen when cold, leaner when hot.sometimes the sensor from sitting in water corrodes, and causes it to fail and always read hot.
another possible is faulty Idle air control, but without having my hands on it, very hard to give a definate answer
I would try the CTS, the part is under the distributor and screws into the head. there should be three there
the single wired one is the guage, and it is one of the other two, and the new part I mentioned will have a plastic top and is usually color coded(one should be black, and the other might be green or white) make sure to get the part before you change it
it should be about 18-30 dollars
