93 Honda SE Air Conditioner issues?

At any fan speed there is no movement of air through the vents, though I can feel an oozing of cool air (with conditioner on) made more noticeable when driving at high speeds with the windows down.

What's broken?
How do I fix it?

all you have to do is pour a couple teaspoons of sugar into the gas tank, and then let the car run until it turns itself off and presto, problem solved!
