...off the motor help please? it is a 1.9L, LX, hatchback, and it is making a weird sound when i start the car. It sounds like a loud fan is running(but not the radiator fan it is not running when this happens)......
it also say fuel cutout when it happens...

When i cut off the motor it still sounds like a fan is running, plus the starter sounds like it keeps trying to turn over,but when i turn the key off and back on i don't have to turn it all the way it just starts up easy.

The way i get it to stop is unplugging the negative battery cable and sometimes it works and sometimes it does not.
 
It seems you have problem with the ignition switch rather than starter motor. So if I was you I would get an auto electrician have a look at it.
