92 toyota camry ignition issue?

Recently my nieces car would not start when she put the key in, it would turn but act as if it had no power to anything. Not even the dash, radio or clock will come on. After some research I decided to change the ignition switch and the ignition lock cylinder. With both of those changed the same issue still happens. You put the key in and all it does is chime and won't do anything at all when the key is turned.

I've checked the fuses that should be hot when the key is in acc and no volts going through any. Also checked all fuses and relays related to the ignition system. Seems as if the car doesn't know the key is in and turning.

The car won't shift either unless the shift override is pushed, some have told me to change the neutral safety switch but I do not think that is the issue due to the fact nothing in the car illuminates to show the car knows the key is in to permit the changing of gears.

Anyone that knows of some more troubleshooting please let me know.
