92 Jeep trouble starting and i hear a noise from gas tank when off?

Ok i have a 92 jeep with around 175k miles. It starts up... but takes about 5-10 seconds of cranking up. Also when i turn the car off after running it i hear a noise coming from the gas tank, kinda sounds like it is sucking around or something like that. Another thing that has happened to me 2 times so far was when i a driving it felt like i wasn't getting anything. I put my foot on the gas and it tried to go but it would get above 30mph it just kinda sputterred.
 
the fuel filter is cheap and very easy to replace...10 minutes if your slow. Try that first if it's not that then the pump is sharting itself.
