92 Chrysler Imperial having electrical problems?

Dash lights were off and on, but mostly on. A few weeks ago all the internal lights went out as well as radio and locks. We thought it was a fuse, number 12, but there isn't a connection for number 12. The hole is there but the metal connectors aren't exposed. There has never been a fuse there. The battery doesn't hold a charge. Changed the battery and alternator with no luck. Have to put the battery on a charger every day so it will start. What could it be?
 
put a test light between the pos batt terminal and post the light will light up bright if you have a voltage draw.start pulling your fuses until the light goes off or real dim and that will help you isolate the circuit that is draining the battery
