92 buick regal electrical problem?

My 92 Buick Regal has been having some electrical problems recently. My rear defrost stopped working, and about two months ago my right turn signal stopped working for a couple weeks, and then started working again. Two days ago, I was making a right turn, and the car just turned off. The steering wheel froze up and all the dashboard lights came on. I tried to start it up again twice, but it didn't start. I tried again about 10 minutes later and it started fine and I could drive home.

I just checked my fuses and they're all good, but the fuse named "elec" sparks when I try to put it back in. About two years ago I removed my "courtesy" fuse because it would blow out every time I would put it in. I tried to put a fuse in that one today, and it sparked as well.

I believe I have a short somewhere. Does anyone have any advice on how to find it/fix it?
 
Yes, you have a short circuit somewhere. The most likely places are where the wiring goes through holes in the bodywork, for example through the firewall between the engine bay and inside the car. Check these places to see if the wiring loom has chafed through to bare wire on the edges of the holes.
