91 honda won't start with-out a jump - looking for an educated guess?

ok so the battery is new and good (had it tested) the alternator is good (new and tested) the battery cables are as tight as they will go. but when i turn the key it acts like the battery is dead. fires right up with a jump and runs great other wise, just wont start without a jump? WTF
