91 Dodge stealth RT / 3000gt vr4 piston rings and valve rings, blowing smock?

Ok i am looking at buying a 91 Dodge stealth, it blows smock at deceleration, and i figure it is ether the piston rings and or valve rings. so how hard is it to change them. and how hard is it to do a compression check. and it is the AWD/Twin Turbo

the compression check isn't hard to do like the other answer stated but you have to know how to read the gage right or you,ll be deceived by the readings it gives you,you need to do a dry test and a wet test on it by adding a small amount of oil to each cylinder after you have did the dry test and determine if that made the compression higher,if it did you can say you have bad rings,with it being that old and probably high miles it probably does need valve stem seals in it and possibly some other new parts also,turbo model was more prone to wear out rings faster than other models was,good luck with it.
