8900 Emergency Calls ONLY after unlocking

This is another Blackberry 8900 too ; emergency calls only after unlocking it;
Please what can I do ?
it receives good network but it will not call out.

PLEASE I need help on that too.

remove the battery, wait 1-3 minutes.
insert another SIM and battery

reset IT policy (BBSAK)

Will be one of three things.

1. Blacklisted (Barred) Phone
2. Bad SIM Card
3. Hardware fault

There is no other reason why you would come across this problem

No 1 or 2 because I 'v flashed it more than 5 times and nothing was fruithful
