88 Ford Bronco only starts with starter fluid...?

Has 2 fuel pumps, Have checked fuel cut off switch, it is fine, checked all fuses and relays, they are fine, I have power to primary fuel pump but only register 2.4 milivolts, something other than relay or fuse is causing the pump to not get full power, It only starts if I use starter fluid. Anyone know what may be the problem, I have been over everything I can think of, cant see what I might have missed...
 
Have come across that issue before. It ended up being some control issue in the e.c.m. It was refusing to fire the fuel pump for the initial crank charge but after engine was started it ran pump just fine. I jerry rigged it because customer did not want to properly fix truck. Fuel pump relay on drivers side fender well. three wires. yellow red and green. I removed relay and crossed the green and red to activate pump any time key is turned on.

AGAIN this is a red neck engineering feat and not reccommended. E.C.M. replacement is the proper way to go.

To test, put fuel pressure tester on line spout and see what pressure you have before crank.
