84 dodge rampage engine wont turn over, maybe a no spark or fuel problem?

so my girlfriend owns a 84 dodge rampage, she raced her friends in it 5 or 6 times she says,the car apparently died on her while she was driving shortly after her last race, she says that while she was coasting she was able start it up again a few more times and get it going, but that it eventually gave out and wouldnt start at all. well its been about a year and we decided to try to start it again. the car has power working fine, and the engine sounds like it is dam close to turning over, but it wont...after a bit of info gathering it seems like the problem is most likely a spark plug problem, or it has to do with the fuel pump or filter, seems though like the spark plugs are the way to go but just wanted to double check and get some more answers first,
