83 chevy van wont start, help please?

Ok so I have a 1983 Chevrolet van 20 series (Transaire) and it has a little problem. Its not starting, it sounds like the starter is lagging and isn't turning fast enough. Now I figured it was the battery so I tried jumping it and it does the same thing and wont start ..... so whats the problem?

Have a starter draw test done.

might be out of time check battery terminals see if they are tight and clean check wiring to starter
