I don't think they are bankrupt yet. I heard rumors that around 2012 their oil reserves were suppose to run out and that is why they have invested so much money into extravagant construction projects. They are trying to make Dubai a tourist destination to support their soon to be stagnant economy. I never looked into it though so don't take my word for it...
