7 inch apad or epad

Hello everyone I am new to this and need some advice. I recently purchased a 7inch epad or apad with Via instead of Rockchip. everything is in Chinese and I cannot figure out how to change to english. My question is can I download android from the us market and will it operate with the VIA? Can I use 2.2 ? Really need help the seller is still trying to figure this out. Her upgrade really locked it in with Chinese and no way of changing the language unless you read Chinese. Help
