The key to solving this problem is the second line.

If 3% = 30 bulbs, then 100% = 1,000 bulbs.

So 1000 bulbs were tested, but that only accounts for 5% of the consignment, right?
5% = 1,000 bulbs, then 20,0000 = 100%
