4 months ago my girlfriend was in a car accident. Can she be charged with hit and run?

She hit someone changing lanes and skidded off the road. Some witnesses stopped and they told her to just go if she was able to drive the car away. (she had a few few drinks in her). She doesnt know where the driver of the other car went after but she shortly after called police and the officer didnt even take a report because damages were under a thousand dollars. Its been four months since this happened and she hasnt heard anything about it. I was just wondering if there is a chance she can be charged with a hit and run. I would have thought we would have heard something or got something in the mail if she was in any trouble.
 
what was she thinking? she should have a DUI,
not just leaving the scene...

She's lucky she didn't kill anyone.

P.S> she wasn't "in an accident". she CAUSED an accident while driving DRUNK and LEFT THE SCENE.

She pay not face any consequences for this particular incident but I'd consider someone who thinks it is ok to drink and drive as being troubled.
