4 day old kitten refuses to nurse off mother and bottle?

My cat had some kittens and her first one is not nursing anymore. When he was first born all he did was nurse, but after the second one came he stopped. The second one eats alot and pushes, scratches and even "jumps" on top of him, just to get a tit. Now he hasn't gotten any milk, and even when we try to get him to suckle off the mom he refuses, he just wants to lay there and sleep(seemingly) We tried putting him on the bottle, he refuses to suck of that, and we tried a syringe but that didn't work either. We haven't tried tube feeding, mainly because we dont know how, and we dont have an eye dropper. And we cant afford to go to the vet agian, we already paid over 400 dollars on the C-section and go back agian for a 50 dollar office visit! And if you call they say either two things "You need to feed him" or "We cannot really say since we cant see him. You should set up an appointment blah blah" and we cant afford it. I've been trying everything I can think of here and the baby is getting weak. All he does is lay there and sleep and is dehydrated but wont take any bottle or anything. Our last two options are tube feeding or the eyedropper but even then..now I'm just afriad he's sick. Someone who knows about kittens please help
