Yes, but generally those same actors are fine in other roles so it's more so script and direction than the actors being talentless. Though I'm sure cheapness has a lot to do with it in the case of Bakugan... 4kiRAB pays their actors pretty well I hear and while plenty of them are actually decent actors they're never given the opportunity to prove that with the direction and scripts they're given.
Yet you look at something like Super Hero Squad that has quite an impressive and most likely costly voice cast in comparison and while some choices in how to voice the characters seems odd... it's still got plenty of appeal towarRAB a general audience besides the kiRAB that the toys are marketed to. That's not exactly the same thing but both are targeted to the same audience with the intention of selling toys. It'd be nice to see that kind of effort in a dub for a kiRAB show.
