2010 Ford Fusion SE A/C keeps turning on?

When the car is turned off and the climate control system is left in the bi-level defrost/lower hear/air position, the a/c also comes on when the car is started. Also when the climate control system is shut off altogether, the a/c comes on when the car is started. We haven't needed the a/c for weeks now and probably won't for several months. The dealer claims this is normal, why would the system operate in this fashion? Anyone else seeing this happen?
 
The A/C is used to help make the defroster more efficient by removing excess humidity/moisture from the interior of the car. You may not have noticed this on previous vehicles, but AC systems have been connected to defrosters for many years.
