2008 kawasaki ninja choke help?

the bike will not start even in warm weather if the choke is not on. In cold weather (below 40 degrees) the bike will not start at all. The distance the choke lever moves in approx. 2 inches. In warm weather to choke it you have to pull it as far as it will go in the choked position and you have to hold it in the choked position (with pressure) until it starts. When it starts you can release pressure and the choke will still be on. The distance from choke on to no choke is approx. 1/4 inch, even though the lever moves 2 inches, therefore there is 1 3/4 inches that do nothing. There is no way to adjust the choke while driving with only 1/4 inch of play. Even though motorcycle cold with choke on to motorcycle warm with no choke is 1/4 inch, while the bike warms up you can only move the choke lever 1/16 inch at a time during warm up stage. if you move it more, the motorcycle will stall. The dealership says this is normal and four strokes don't start in cold weather. Please help!? If you have any questions ask.
 
Four strokes don't start in cold weather? So why are all those 4 stroke engine cars driving down the road. The dealer is full of it. Take it to another dealer. Also, he may be stalling until the warranyt runs out, if under warranty. Contact Kawasaki of America (or whatever its called) and report the dealer. Also ask them. Sounds like the choke has too much play. My Honda Sabre 1100 had to be choked in order to start during the summer. The manufacturers of late (on everything) run the engines lean in order to meet the EPA standards. And it's not gonna get better anytime soon. That's why everyone's going to fuel injection.
