2008 ford f-250 diesel 4x4 problems?

I own a 6.4l diesel and when i put the transfer case on 4x4 high it shows up but then i put it into 4x4 low and i just shows up as 4x4 high. What could be causing this or do i have to drive on 4x4 high before the transfer case switches it self to 4x4 low? any help in greatly appreciated!!!
