I understand that you may not have much or any experience, however 250cc's are usually used by small women. Not saying anything bad about women drivers. Or that women cant handle larger bikes, believe me a was speaking to a lady the other day and she was buying a R1 while i was standing there saying my 600cc was good for me now.
Back to you, you should start with a 600cc it has plenty of get up and go for when you get confident. A 250 will not do anything but be a quicker moped. Plus the stlye is much better 600 and up. Buy a older bike maybe 2001 to 2005. U will lay the bike down eventually, it happens to everyone. The last thing you want is to put down your pretty 2008/09.
Good Luck and remember speed and other drivers kill motorcyclists. Just enjoy the feeling, like you are floating or flying. That is what its all about.

I am about 5'11'' 190 pounds, Im about to take a motorcycle class and get my license and i have never driven before. Is that a good bike to start out with? i need a bike to drive to class which is about 3 miles so i can get away from traffic. I also live in a city (Richmond VA)

I would go with the older bodystyle. Like an 07 Ninja 250. You can pick one up for about $2000 which is about half of what you will pay for an 08/09. The Ninja 250 is the perfect beginner bike for anyone becuase they do not have any power, handle well, are light weight and user friendly. I only suggest the older model because you will get bored with it after 6 months to a year and want to step up to a 500 or 600 cc bike. In that case you would still be able to sell the 07 250 for almost as much as what you paid for it whereas the 08-09 model would decrease in value severely
