2006 Chevy Cobalt...front brakes are smoking! Help!?

I have a 06 Chevy Cobalt...had the brake pads and rotors replaced in June of this year. Ever since then, my car shakes violently mostly when I am accelerating (the shaking happens from 35 mph and up). When I try and apply the brakes to slow down, I can barely move it with my foot it is so locked up....sometimes I dont even need to apply the brakes to slow down..the front tires are so locked up, the car slows down and comes to a stop without the brakes. I brought it back to the mechanic that replaced my brake pads and rotors and they said they couldnt find the problem...and today I saw smoke coming out of the wheels where the brakes are...alot of smoke.
can someone please give me some insight to what can be causing this? I'm getting scared that something bad is going to happen with me in the car.
