2005 Jeep Grand Cherokee Larado- climate control vents?

When selecting defrost ONLY, I am still getting considerable airflow from the floor vents. As we currently had an ice storm, I had to use the defrost setting on full blast and high heat to keep window from icing.... doing so I almost cooked my foot. The floor vents shut off when the center vents are selected. Any thoughts? Will dash have to come off? Any idea of charges I could expect from dealer service center? 2005 JGC Larado V6 3.7 with 37,000 miles.
 
Seems like Chrysler may have a service bulletin concerning too much air flow on passenger and driver feet.
"This bulletin involves enlarging the HVAC air outlet openings and installing a grille over each opening for the driver and front passenger floor areas." The labor time for this repair is about a half hour. So I would say the cost should be less than 100 bucks. Hope this helps
