2004 Toyota Prius, Transmission lock warning light?

Hi any help would be much appreciated,

My 2004 Toyota Prius has a service light that comes on when turning the car on sometimes, on the dash. The light that flashes is a "red triangle" with a "!" inside the triangle. And if the car shows this the car wont turn on, just the dash lights up. So I can not go anywhere when I see this. I turned on the computer display screen because that's what the manual said to do when you see this and it will tell you what's wrong with the car.

And the car gave an explanation something like this from the computer display screen: "Transmission lock, park your car on a flat surface and apply your parking brake." I did this and it didn't do anything. So I turned the power off on the car and then turned the car back on and then the car turned on. With no warning light this time and the car actually started up since the transmission wasn't locked anymore.

Why would this be happening randomly when turning the car on? It's a little bit of annoyance and has been happening off and on randomly. Note, it is winter where I live now and there is snow and slippery roads...not sure if this would cause anything with the car, being that the antilock brakes or traction control may have kicked in earlier that day or what not.
