2004 Mazda RX-8 won't start after ice storm...?

it was running fine, then where i live was hit with a really bad snow/ice storm. i couldn't run it for about a week (racing tires-no traction whatsoever) and now it will not start. it makes a noise like it is trying to start but will not catch. if i open up the hood, i can see that the engine is turning over, and i know it isn't the starter.
also, i had just gone over 50,000 miles on it when the storm came, but when it wouldn't start, i tested the battery and it was shot, but i got a new one, so i also know it isn't the battery.
one of my friends mentioned that when putting a new battery in a car sometimes there are "reset" buttons to push in order to get it started, but i don't know anything about that.
any help is appreciated, since right now i do not have the $$ to take it somewhere to get it looked at.
 
Could you have flooded the engine while attempting to start the car with the dead battery? If that's the case, there could be a whole mess of problems. First, try going through the flooding procedure listed in the car's manual (or on the website). Second, you might want to check the plugs. I know you said you don't have the money to take it anywhere, unfortunately you'll need the mazda plugs specifically for the rotary engine (2 leading, 2 trailing) around $120-130 plus labor.
