2003 Toyota Echo - Very loud Revs!?

I recently purchased a 2003 model 3 door Toyota echo. It has a 1.3l 4 cylinder engine with 5 gear manual transmission. She runs like a dream, very quiet, minimal rattles, great clutch....But when I first start her up, she revs so high, its almost embarassing! This continues until I get up to 3rd or 4th gear. After I've been driving a while and stop at traffic lights, for example, its so quiet you wouldnt even know it was going. I first thought that maybe the engine just needed time to warm up, but even if I stop at the corner shop to get milk, it does it again when I start it, not 5 minutes later! My local Toyota dealer says this is completely normal for Echos....but it seems a bit dodgy! Any thoughts? Thanks.
 
if it stays at high rpm all the time the idle air control motor might be getting clogged or you have some sort of inake leak
 
maybe you should have another dealer look at it or look on line for owners or past owners and ask them. maybe they could tell you more
