2003 Pontiac grand am seat belt stuck/jammed.?

ok so my seat belt in my car is bad so I ordered a used one for it, it was stuck so that it did not extend out. so I ordered another one. SAME exact problem. I'm starting to think the one in my car had the same problem. seriously wtf? they are all jammed so that they do not extend out at all. not even really retracting. they just stay the same. what the heck is going on here
 
GM had a bad problem with these. My dad had a 98 S10 with the problem. I had a Saturn Vue with the problem. There was another,in my immediate family, but I can't remember make, model or who had it.

And Gm wonders why they can't make money. It's because every d**** time I get in the car I have fight the seat belt. Sure it will run for 100,000 miles, but the seat belt aggravation isn't worth it.
