Without an owner's manual, you probably won't find the specific one. Easiest thing to do is simply check them all... There is only one fuse box under the dash, so just pull them all out one at a time and look to see if the foil strip inside the fuse is broken. If none are broken, it's not a fuse.
You didn't mention if you are having any other issues, as the 12 volt outlet does not usually have it's own dedicated fuse. Usually it will share it's fuse with the radio, dash lights, or interior lights. Especially since it is the only one.
The harness is relatively easy to "unplug" and may have been disassembled in the past. They are easy for a mechanic to forget to reassemble and the previous owner may never have noticed it didn't work.
It is most likely a fuse or wiring problem, as these rarely break.
