2002 Honda Shadow with Stuck Throttle. How do I fix?

The bike has been sitting in the garage for about 7 months . It was fine when I check it 3 months ago . Now the throttle is stuck. It will not twist back at all . The bike only has about 4,300 miles on it so I dont ride it much . Is this easy to fix. How much would it cost to fix something like this .
 
try wd40 and soak it likes psraying it all over the trottle and leave it allone for a couple of minutes and it should be unstuck
