2002 Honda Sabre 1100cc?

I am looking at this bike has 38,000 miles. Also has an extra front tire, luggage bag, all chromed, 2 sets of handle bars, extentions for the pedals. NO accidents daily used, and well taken care of. I'm in california.
Is this a good bike to learn on?
How much is something like this worth?
