2002 ford ranger ignition,or trans.?

i have a 2002 ford ranger 2.3l automatic. when i start the truck it will not come out of park, but if i turn the key 1 click to unlock the steering wheel, i put it in neutral then start it. i have checked all the wires and the solenoid on the trans. and they are all good, i have played with the shift cable and it still wont come out of park when the key is on or started. i am pretty sure the gears are not supposed to move on the first click of the key, on all other vehicles you have to turn the key all the way on to move the gears. Could the problem be something with the shift interlock in the ignition or something of that matter? please give me some info or ways to fix it.
It's not either one of those, my brake light switch is fine and so is my neutral switch
