2002 ford focus car overheating?

change the thermostat, sensors, fans, and also cleaned out the engine. But the fans only work when a/c is on. What else could it be that the fans don't work and it overheats.
Change the thermostat, water pump, timing belt, fan sensor, reservoir tank, fans, and is still overheating. My brother in law works for a car dealer as a mechanic. He couldn't figure out what ecxactly was the problem. He said did so many test and couldn't get to the sorce. What else could it be? Fans work only when a/c is on but not when is off. And the car continues to overheat. Please help!
 
if your check engine light is on than plug it in and see what code its trowing that will tell you what sensor is wrong. if its not on than i wouls say flush the coolant not the engine.
