2002 dodge truck fan and a/c does not work at low three speeds.Fuses and

relays have been checked in fuse box.? Fan only works on high speed. Same for a/c. Fuses and relays have been checked.
 
a similar thing occured to me but the opposite way, turns out for me it was a faulty fan under the hood
